Primary-care doctors don't get paid a lot under Medicare. And they are more & more difficult to find. I can think of 100 conspiratorial reasons they would do this at this Medicare-For-All- leaning moment. Maybe just more spaghetti against the wall.
What could possibly go wrong?
Most studies readily show that physician charges are NOT what is so expensive -it’s hospitals! Cap them and length of stays will decrease. Tort reform would also decrease needless CYA testing that isn’t necessary.

When people are on Medicare they usually need to see the doctor for more visits cause they have more need for more medication too. By the time people get to that age the stress of life has made us vunerable to high blood pressure and all the problems stress adds.
If doctors could get a degree without having extraordinary debt loads, I imagine their services could also be much more reasonably priced.
