The Morrison government says it has identified 57 refugees and asylum seekers on Manus Island and Nauru who are of "adverse character" and would be sent to Christmas Island if they are granted a medical transfer to Australia under the laws that passed Parliament last month.

Among the 57 individuals said to pose a risk are a man who was charged with assault in Papua New Guinea and has been "allegedly charged" with murder, according to the Morrison government. Immigration Minister David Coleman has said reopening of the detention centre and associated costs will total $1.4 billion.

However, the Morrison government's concerns relate to this additional group of people with charges, allegations or suspicions of criminal behaviour.
