Paramedic shortages, ambulances tied up with patient transfers and a significant increase in the number of 911Holthoff herself had experienced this lag in response times when she waited three hours for an ambulance in September after being thrown by her horse. In that case, her local fire department ignored policy and took her to the hospital in their rescue unit.
