Given the political stakes, some seeking to become the next premier of Alberta might see the temptation in taking the economic windfall their province is enjoying and cutting a cheque for each and every resident.With the Alberta government announcing this week that its coffers saw a $3.9-billion surplus during the most recent fiscal year, people in the province are asking just what officials should do with it.

how about the $4B they lost and the $1.6 they lost the year before. I don't mean, like, through bad investment, although there was a lot of that, but lost. As in, they don't know where it is. They created 0 policy to gain this capital and the policy they did have lost $5.6B.
