The Health Service Executive has said it is"especially difficult" to recruit cyber security staff right now because of the competition for talent.
"The HSE faces similar challenges to other organisations where recruiting the best cyber security talent is an especially difficult task in a tight labour market where demand effortlessly outstrips supply," the HSE said in a statement. Alongside external recruitment campaigns, the HSE said it is also upskilling existing staff, utilising graduate intakes and internships as well entering cyber security partnerships.
"It is something we need to address collaboratively with industry, academia and Government to make sure we have a pipeline of cyber security talent and that we are not dependent on attracting in talent from abroad," Dr Byrne said. The HSE said it has engaged an internationally recognised firm to provide managed cyber defences and security operations.
Aontú leader Peadar Tóibín said that one year on from the HSE cyber attack, many questions still remain unanswered.

That all sounds very implausible. I suspect the conundurm is that the hip young geeks they'd like to employ don't have sufficient experience AND the ones with the experience are nearing their use by date. There's more to cybersecurity than not using 'password' as a password.
The restrictions of public sector grades and salary scales. Lots of people overpaid to sit on their arse while others are indispensable yet will earn far more elsewhere. If the pay extra to people with specialist skills then the rest will demand a pay rise too.
Hse recruitment rules and regulations are the issue.
Maybe try simplifying the recruitment process, provide benefits competitive with the private sector, stop posting jobs in ISO formatted forms that nobody in their right mind will read fully, and require filled forms for applications? I've seen these postings, they're ridiculous.

Recruitment is fiction. They do not need someone who will find the wrong way to withdraw money from this institution, it's best to delete everything so that nothing shows the light of day. The biggest mess since our activity and nobody is responsible for it.

Everyone does. It's a bit of a niche, salary expectations would be higher than the public service can pay under its existing salary-scales.
