COA attributed the issue to what it called 'poor procurement planning, inefficient and uncoordinated transfer or distribution, and lack of monitoring and proper storage.' READ:

The 2019 report of the Commission on Audit released on Monday, October 5, showed the Department of Health had some P2.2 billion in expired, nearly expired, or overstocked drugs, medicines, and other supplies in its inventory.

Auditors said this was a sign of"excessive expenditure" since items were procured beyond what was needed. As a result the curative efficacy of the drugs and medicines are affected as well, resulting in what auditors called a"wastage of government funds, thus, failing to deliver quality health care services."

It added there was a problem with the courier or delivery contract of the DOH-Supply Chain and Management Office , causing a distribution backlog.

Am i angry? Oo naman! Am i sad? Yes, mas marami sana matutulungan. Am i happy? Hindi no! At this point, kibit-balikat na lang. Matagal nang ganyan problema sa DOH. Same excuses...procurement, distribution, etc. They see the problem, they can't seem to find solutions🤷🏻‍♀️

In other words, gov't workers attitude is one and the same 'OK NA YAN' enough to meet the time frame but not the quality of work. It reflect practically the whole gov't system in various degree of inefficiencies with few exceptions such as perhaps COA itself and BSP.

Thats normal for an incompetent management.
