Health director-general Dr Noor Hisham Abdullah says a collective agreement needs to be drawn up before cross border arrangements can be implemented.

“The discussions with other countries have started but it will not be implemented as yet as we have to engage, explain and discuss these issues,” he said at his Covid-19 briefing here today. The discussions would go on until a collective agreement was drawn up on ways to implement the cross border arrangements, he said.
