Because in rural places like Vermont, lots of federally funded health clinics, so their hands are tied.

Pharma wants to sell the drugs they have for sale.

They're afraid that marijuana works better than toxic & dangerous pharmaceuticals. They hate anything natural and healthy, especially when they get richer off unnecessary surgeries & procedures.

legalized commercialized pharma ... V ... illegal free nature?

Because the big(pharmacuticals can make a bundle off it from overpriced extortionate prices) even though it is nothing but a gloried weed that grows like wildfire and if allowed to grow by all, would and should be dirt cheap.
