Darryl Hilda Melchhart, 90, is sharper than many people who are decades younger, but she says she faces a "never-ending battle" to be seen as a fully competent adult at the aged-care home where she lives in Melbourne.
The first day of hearings in Sydney focused on dementia, with the first two witnesses talking about their experiences as people without dementia living in aged care. Like Mrs Melchhart, Ms Mitchell - who was head of the Australian Council of Social Services in the 1980s - described a regimen more like a prison or a boarding school than someone's home.
When someone asked her where her home was, Ms Mitchell said to them, "This is where I live, but it's not a home." When it asked 981 residential-care providers about cases of substandard care over the past five years, they reported 112,000 incidences of substandard care. There were also 68,000 incidents in which medication management was inadequate, more than 35,000 cases of personal care being deficient and 12,000 cases of inadequate nutrition.
