California Gov. Gavin Newsom’s plan to overhaul the state’s mental-health system hangs in the balance after voting results were too close to call after Election Day.
The legislation is an update to the 2004 Mental Health Services Act, authored by current Sacramento Mayor Darrell Steinberg when he served in the California Legislature. The MHSA not include provisions for those experiencing substance-abuse disorders or struggling with homelessness. The act generates funds for mental-health services through an annual tax on residents with over $1 million in annual income, which currently generates around $2 billion to $3.5 billion statewide.
