The legislation would restrict algorithms that target young users.

"Young New Yorkers are struggling with record levels of anxiety and depression, and social media companies that use addictive features to keep minors on their platforms longer are largely to blame," New York Attorney General Letitia James said.Algorithmic feeds are designed to harness personal data to serve users content that keeps them engaged for as long as possible.

The attorney general’s office would be authorized to bring an action to enjoin or seek damages or civil penalties of up to $5,000 per violation. "I’m very concerned that social media has become an important contributor to the pain and the struggles that many of our young people are facing," Murthy said in an interview on ABC News Live.
