SINGAPORE—A hacking group behind the theft of millions of health records in Singapore had persistently attacked organizations in the city-state, targeting industries including media, telecommunications, defense and energy, a cybersecurity company said.

The method of attack and the targets indicate that the attacker was after sensitive information that would be of benefit to an intelligence-gathering operation in the region, according to researchers at the firm, California-based Symantec Corp.
