Jurors have criticised the observation policy at a secure mental health unit in Lancashire following the death of a patient at the facility..
On September 1 last year, at around 8.40am, Marvin was found dead in his room at Newton House in Blackpool. An inquest this week heard that staff had not checked on him since 9pm the previous night.Newton House Recovery and Treatment Centre provides locked rehabilitation and treatment to individuals living with complex and enduring mental health conditions.
The inquest into Marvin's death, which has been heard by a jury, is a type known as an Article 2 inquest. These are held in cases where an individual has died whilst being in the custody of the state. Often this will be an inmate in a prison; a person detained under the Mental Health Act, or, in some cases, where a person is an informal patient within a psychiatric hospital.
The inquest has heard how, although it can be difficult to estimate a time of death due to environmental factors, it was likely that Marvin died between two to three hours before he was found. Staff at Newton House had been expected to check on patients every hour.
