The toddler’s death was a blow to the city of Arlington. “We had failures. We were not testing appropriately; this set us up to do a lot of soul-searching,” James Orloski, director of Arlington Parks and Recreation, told us in an interview. He was not in charge of the department at the time of the tragedy. Since then, Arlington established strict measures for its aquatic facilities that exceed state requirements.
