That's actually terrible. A better option would be to revamp their security, hiring, and policies, fire who needs to go and remain open. There is a dire shortage of facilities that offer this kind of care.
A shame it took such a severe situation to bring light to what reportedly were long-term, systemic patient abuses and finally shut them down.

I'm honestly shocked that care facilities don't have some sort of mandatory security recordings running. I understand that medical privacy laws are a thing but when we're talking about ensuring proper care is taken, that seems like a necessary exception.
