From the looks of things these places have not changed a lot since the 1800s ... what did she do for 4 yrs that is jail time. 4 yrs means she was an animal that could kill if she was let out on the streets. she needs to sue them. It shouldn't be commonplace though,no wonder people are reluctant to seek help.
