Most draconian version of the rule wants to penalize, H1B holders for sending their children ( even citizen children ) to public schools ( they pay property tax and income tax like anyone else) even if one parent is a citizen. Thiz can be applied retroactively.
Any H1B L1 who lives in USA for more than 180days in a year is considered Resident for tax purposes and taxed like every other citizen. When you are taxed like a citizen, you take all tax breaks and deductions like citizens, but Trump administration wants to penalize them.

Did you know that when a legal immigrant comes in the country a sponsor has to sign an affidavit of support, if the immigrant goes on welfare, the sponsor can be responsible for payment. why should illegals be different?
