Probably cause they started identifying the stuff that big corporations knew were causing cancer but didn't want to slow down profits.

I smoked for 50 years and my radiologist told me about the Lung Association’s “Saved by the Scan” program which offered a low-dose CT scan at no cost. Tiny Stage 1 cancer was detected, surgery cost me half a lung, but saved my life. Income not a factor.

You forgot to add that it’s predominantly declining for the wealthy.
