Saxena explained physicians can only realistically train a certain number of resident doctors per year.“It’s almost like a chicken and an egg situation. We need more people who can train them, but we need more people to be trained,” he said. “I don’t think funding has ever been an issue. It has always been the capacity.”

With a year of studying the issue under his belt, Saxena said his team found “there is a lot of room for improvement in our system.” He said the university has implemented what’s called competency-based medical education and would like to apply that type of assessment to international graduates. He added the university is exploring how it could provide supervised practice and then potentially look at apprenticeship training.
