Keith Gosse/The Telegram - Keith GosseI am writing on behalf of the Council of Canadians, Avalon Chapter, an open letter that was sent to members of St. John's city council concerning the untenable, unhealthy environment enveloping neighbours adjacent to the homeowner at the far eastern end of Battery Road.

Council has reportedly claimed they don't currently have the authority to intervene. However, as noted in a recent comment on the CBC's website, that is not the case. Section 377 of the City of St. John's Act states:"...the city medical officer or the council may order or ... remove, alter, repair or improve a ... matter or thing, in or about a building or the lot on which it is situated.
