They may have hired 204,000 health care workers in that time, but how many left the industry during that time through retirement, disability and death? Let's be realistic here and tell the WHOLE story. The Healthcare system in Canada, especially nursing staff has been suffering.
Requiring healthcare workers to be educated before entering the field, isn't an 'obstacle' as you say, it ensures our high standards of care are maintained.

this is the problem with massive centralized bureaucracies... they grow bigger & bigger & become less & less efficient. pretty soon they cannot function at all. Just a massive glutton of bureaucrats.
