Mention of a 'two-tier' service appears in draft minutes of a meeting of NHS Scotland chief executives.

established on 5 July 1948

Chancellor Jeremy Hunt said in his Autumn Statement on Thursday that the country must ask "challenging questions" on how to reform all public services for the better, including the NHS. To see them spell out a disconnect between NHS leaders and the Scottish government shows how worried they are that the message to the public that the health service is not working as it should, is not getting through.

They ask "what can be done with the financial constraints that we have?", and point out that some members of the public "are already making the choice to pay privately" while the NHS is "picking up the cost for life enhancing not life-saving treatments". A potential "review" of the "cost of long-term prescribing [of drugs] where there are alternative options"

Welcome to SNP and a independent scotland folks!

Too many people are still blind to the fact the NHS is utterly broken to the core. Yes it is understaffed; but that’s because the service is bloated, working conditions and patients are horrific, and private care can pay better. Shame we can’t opt out of NI.

Urm, they already DO, but they can't USE it.

This is disingenuous reporting. They discussed how to alleviate budget crises, two tier service was 'mentioned' in leaked draft minutes. Looks like immediately dismissed. Sounds like a helmet on a stick article. BBC has no soul.

English Tax Payers pay most of it already!

The wealthy go private already! I bet you not 1 really wealthy person uses the NHS. Even if they did and you charge them to use it, it would mean they get the better treatment 100%! Then you have to think, where is the “wealthy line” we all know it would move..

Saving more cash for IndyRef2?

If you have to pay extra for it, why on earth would you use the NHS? This plan will backfire, like most Scottish political ideas.

A truly awful concept that will undoubtedly cost 'wee Nicola' votes!

So the wealthy won’t have to pay National insurance then? And they’ll expect priority access. Who would pay for a service you are not receiving?

The NHS in Scotland could start by changing their policies on gender reassignment for starters. That could save millions. The NHS needs to focus on its core principles, not pander to the whims of those wanting cosmetic surgery.

No! This is the first step to privatisation. We cannot slow a two tier NHS!

Be good to make it optional to opt out of the NHS with either an exemption from National Insurance or tax rebate for private insurance up to an equal amount. Let eveyone choose their own health services and priorities. But no doubt socialists will just want the tax & no choice.

Appointment deposits. Unless the NHS' IT system can't even handle that....

Absolutely awful idea and a sure vote loser for 'wee Nicola'!

Erm isn’t this kind of what the SNP accused the tories of? This is worrying

Because that will help with waiting lists…

“In confidence not for onward sharing”… yet you shared it

Don’t they already cia tax? 40% of our tax comes from the upper class.

Won't happen They pat national insurance

If NHS Scotland is financially troubled perhaps the first move should be to curtail periphery activity such as offering sex change to Scottish children. Stick to core activities. Get that functional and in budget.

This is Scottish NHS discussing not being an NHS.

Already do - it's called tax.

Who decides who is wealthy?

Give me the option to opt out of NI and I’m all for it. Also a refund of previous NI based on past medical records would be appreciated 👍

Should be making time wasters pay

They wealthy all have private healthcare anyway! 😂😂😂

You make those who fail to look after their own health pay if they fall ill.

What is wealthy?

Disgraceful idea.
