JOHN'S, N.L. — Health Minister Tom Osborne held a news conference at the Confederation Building first thing Thursday morning, Nov. 3, and his first sentence was, “We could have, and should have, done better.”

Harvey flagged concerns about not seeing a draft of the bill in time to offer privacy-related recommendations, despite having asked for it multiple times, and noted the failure by the government to provide the draft bill was a violation of the Access to Information and Protection of Privacy Act. “Normally, had this process been done the normal way, this would have all happened quietly and confidentially, and then they would have taken our advice or not.
