High-ranking police officers were strategizing during the “Freedom Convoy” about how engagement with federal officials and having Chief Public Health Officer Theresa Tam set a timeline for lifting restrictions could help end the occupation.

During the early days of the demonstration, RCMP Commissioner Brenda Lucki was looking for advice from her senior officers on how to deal with the protesters that had arrived in the nation’s capital, according to recent emails released by the Public Order Emergency Commission.

“It appears the PM is firm on his position not to engage with the protesters or meet their demands,” said Chief Supt. John Brewer in a Feb. 2 email.
