Make sure to put ALL these folks in same building NOT mix them EVER with seniors in apartment buildings!!!!!!NOT SAFE What about treatment? Anything to direct users to stop using? Safe shelter, stabilization, nourishment, yes. But with too many options available to abet addiction, the problem will only compound. Look to Portugal.
