City officials are banking that higher salaries will help fill dozens of positions at San Antonio Metropolitan Health Department, which has been plagued with staffing shortages.

Trevor Baker, a clinical homeless outreach worker with the city’s Department of Human Services talks with Josh Palumbo who has been sleeping under Wurzbach Parkway. Trevor let Josh know he was in an extremely unsafe place and he should move somewhere else for his own safety.

At the end of July, Metro Health had 90 open positions, a vacancy rate of 16 percent — well above the city’s rate of 9.6 percent. There are 644 Metro Health positions in the proposed budget, up from the 512 last year.
