The documents also reveal that Prime Minister Justin Trudeau and top officials in the federal government considered negotiating with so-called “Freedom Convoy” protesters in Ottawa — something demonstrators themselves repeatedly demanded during their three-week occupation of the streets around Parliament Hill.

Two days later, Lucki updated the same officials again at another meeting, the documents show. Meeting minutes say she reported the Ontario government’s failed attempt to offer the protesters a meeting in exchange for the end of their blockade. “This means no unlawful, unpeaceful, unsafe protest activity can occur between the time of acceptance of this offer until the meeting takes place,” she continued.

“I just want to thank the OPP for the great job they did … and I want to thank all the police agencies right across Ontario and the federal government, the RCMP, for the incredible job they did,” the premier said earlier this summer, noting the protests cost Canada billions in lost trade.“I can assure you that I will make sure it doesn’t happen again, no matter if it’s in Ottawa or holding up our trade corridors on the bridge that cost us $700 million every single day,” he said at the time.

But the newly released documents show that direct negotiations with the federal government were actually on the table.
