Senate budget chair Greg Albritton, R-Atmore, and other lawmakers said the ability to increase funding in key areas is the result of a strong economy, conservative budgeting in recent years, and growth in tax revenues. Overall, the budget calls for only a slight increase in spending from the General Fund, about $11 million more than the current fiscal year, which ends Sept. 30, according to a spreadsheet from the Legislative Services Agency.
The process was much different than leaner times of a decade ago. To prop up the General Fund, lawmakers asked voters to approved constitutional amendment to transfer $435 million from the Alabama Trust Fund from 2013 to 2015. Albritton said state has been gradually paying that back to the ATF. He said there’s enough money now to fully repay the remainder, about $156 million.
