A civilian committee overseeing operations at the Essex County jail in Newark led by former Gov. James McGreevey sought answers on Saturday from jail leaders about the facility’s “special housing unit.'

The task force, in partnership with retired Newark Public Safety Director Anthony Ambrose, is, including security, staffing roles and oversight of inmates following those incidents. None of the members of the oversight panel, including former New Jersey Gov.

Cirillo opened his remarks by addressing a law signed by Gov. Phil Murphy in 2019 that restricted the use of isolated or solitary confinement in state correctional facilities and guaranteed certain rights. In response to a question about the solitary nature of the special housing unit, Cirillo said that inmates who are in protective custody and are deemed not to be threats to each other can socialize in the unit, for at least two hours a day. They enjoy the same access to services that they would in general population housing, like access to the commissary or phone calls. Those who are in the special housing unit for disciplinary reasons could have some of their privileges limited, he said.

One task force member, Marshall Rountree, asked Cirillo about instances in which inmates spread feces on their cells, and how family members can seek recourse if a relative in jail encounters a problem. The warden said he regularly, and personally, fields phone calls from concerned family members and addresses inmate problems.
