NSW Premier Dominic Perrottet has defended his refusal to reinstate COVID-19 health restrictions ahead of Christmas, saying it's a matter of"personal responsibility".

"Now as I've said from the outset, we will always tailor our response to the circumstances that are in front of us," he told reporters.
