You should be reporting transmissions at the schools. Not just students and staff that catch it at outside activities.

And not all children who get symptoms are tested. Sticking a stick up a child’s nose is not pleasant. So I would say the cases are much higher
I believe there are about 2,000,000 students in Ontario.
