She said Thursday's number could have been far higher if the lockdown had not been imposed when it was. “We now have a situation where we desperately need to get the number of infections in the community down, and we know that’s not all up to us.” She also dismissed the idea that if the new settings – which included a shut down on all construction across Greater Sydney – did not work to bring cases down they could be labelled “failed”.
