The panel of independent experts said the U.N. health agency should be granted the rights of access in countries to investigate emerging outbreaks.

Most countries waited until it was too late, to see how the virus spread, which led to catastrophic results, according to the report. The panel also pointed out that the lack of global leadership and restrictive international health laws"hindered" WHO's response.
