Several vaccines are 95% effective, while Oxford/AstraZeneca is 65%. Rationally, and individual may prefer a 5% risk than a 35% risk. WHO cannot badmouth it but individuals and states have reasons to have a negative bias

EU politicians spent a couple of weeks trashing the AZ vaccine as a diversion from their vaccine rollout failures. Now they are surprised that their people don't want it? I am sure there are many countries around the world who will take it off their hands.
