COVID-19 Quarantine Victoria Commissioner Emma Cassar has claimed the Holiday Inn's hotel quarantine breach was the result of a leak or burst pipe in the facility's fire system. "We've had what seems to be the fire system has either had a leak or burst pipe which has leaked into an unoccupied room, so no residents were in that room, which has then moved to staffing areas," she said.
