Lockdown rules are made flex on purpose. This Government does not have the courage to actually impose rules nor the will to enforce them

I don’t exactly see anyone putting ‘flexing’ and Matt Hancock in the same sentence. Most of the time he looks like there’s a large hollow space between his ears.
