The Victorian government insists it told NSW of its plans to close the border as soon as receiving health advice after Premier Gladys Berejiklian said it acted too quickly and without consultation.
Victorian health officials told an Australian Health Protection Principal Committee at noon on December 31, attended by NSW chief health officer Kerry Chant, that the state was "strongly considering" a border closure, according to the meeting's minutes. At 3.30pm that day, Acting Victorian Premier Jacinta Allan announced the closure.
Ms Berejiklian said NSW should have been given "a chance to demonstrate our capacity to get on top of the virus without adversely impacting our citizens" before the border was closed. Mr Foley also spoke to NSW Health Minister Brad Hazzard throughout the day about the Andrews government's plans to shut the border, while Ms Allan called and texted Ms Berejiklian about their intentions, the source said.
"My understanding of the point the Premier was making is that on issues of great gravity and enormous impact, such as a border closure, she believes it is best for our respective communities if there is a direct and prior communication between state leaders before announcements are made," Mr Hazzard said.

When the NSW outbreak started before christmas Martin Foley had a press confrence and clearly stated if you went into NSW you might not be able to return to VIC. The message was clear, the risks by victorians were assessed.

Clearly informed and ‘consulted’, but in any case, why does Victoria need the ok from NSW to close borders as a result of an outbreak in NSW. I, for one, appreciate the decisions to keep Victorians safe, currently 4 days of zero community transmission.
