Health Secretary Francisco Duque III has been “deceiving” President Duterte and the people for insisting he had no hand in the irregularities in the Philippine Health Insurance Corporation , Senate President Vicente Sotto III said on Wednesday.
On Monday, he told President Duterte that he could not accept his inclusion since he is a non-voting chairman of the PhilHealth Board of Directors, while the Senate supposedly spared the officials who signed the questioned transactions. “When you say govern, ang nasa batas, ang nakalagay na salita ay govern. Maliwanag iyan ,” Sotto said.
A May, 2018 PhilHealth board resolution obtained from the agency’s website also states that the Board of Directors is “primarily responsible for the governance of PhilHealth, and in charge of setting policy direction and monitoring and implementation” of the corporation’s programs.
