WASHINGTON—The twin economic and public health crises facing the U.S. have upended how Joe Biden’s and President Trump’s senior aides are planning for the next four years.
Low-profile teams assembled by each candidate are quietly planning for a smooth transition to a second term if Mr. Trump is re-elected—or to a new presidency if the former vice president wins. It is traditionally a more daunting task for the challenger: Mr. Biden’s team not only has to turn the broad promises the candidate made on the campaign trail into policy, but also has to fill thousands of jobs and organize government agencies.
Historically, transition teams first focus on putting in place key national-security positions because experts believe the U.S. is uniquely vulnerable to a terrorist attack during a government changeover. But Mr. Biden’s small transition team is already discussing expanding the type of jobs that must be filled on Day 1 so that the new administration is prepared to deal with the pandemic and the economy, according to multiple Biden transition officials.
“If there’s a template for transition personnel priorities, it was helpful for maybe five minutes,” one of the officials said, adding that the transition team is hoping to have people in place to make immediate decisions on the crises facing the country.
Should be straightforward. Trump team abandons their posts where they weren’t doing anything. Biden team has to start enacting their plans.
