Authorities in the central Chinese province of Hubei will overhaul the provincial disease control agency to address failures exposed by the coronavirus pandemic.

Public anger over early mismanagement of the outbreak in Hubei was followed by a leadership reshuffle in which Ying replaced then party secretary Jiang Chaoliang in February. “During the early period, there was already human-to-human transmission and infection of health workers, but the CDCs could only report it to their superiors and did not have the authority to release the information to the public.”
