Premier Daniel Andrews says pubs, restaurants, bars and cafes will not re-open anytime soon, but other measures dictating the ways people can socialise could soon be relaxed.

"I want to make it clear though that the notion that pubs are open any time soon - restaurants, bars, cafes - I don't think that will be the case," he said. "I understand why you want to ask me 100 questions about that, I don't have answers to those, I'm trying to give people a sense that there is hope here. These numbers are good. This strategy is working.
