2 purposes : 1. To make sure all goods are made by licensed factories and satisfy the destination country's standards. 2. To make sure shipments are being sent to the country which placed orders through formal channels. Mainly to prevent interceptions by certain rouge country

We can see the mask making machines on video. They're clearly not all that complex. Here's an idea - put industrial engineers on making the machines then put unemployed people on making masks. Soon enough, there will be lots of masks not under the control of a hostile country.
