One thing Australia is doing is buying time for a successful treatment/ vaccine before the pandemic races through the population, though at some point before that there needs to be a limited return to the workforce while protecting the population from transmission.

That theory of herd immunity is actually not proving that good. In France (130k infected) they are now starting to test population to see who has antibodies in cluster areas. And surprisingly, for now, it is proving to be far less than they thought. 2nd wave coul be on the books
