The idea to lower interest rates is also a bad one, but not surprising for a President who has never had to consider long-term consequences in his life. The short term boost, likely very short term and light on the boost, is what he wants to get him through the election cycle.
This excuse to close the border is an obvious silver lining for Trump's dealing with the coronavirus. Probably not necessary or effective to contain the spread, but he'll make an exception to the 'hoax' if it means keeping immigrants from Central and South America out.
